Focused Programme in New Law on Public Sector Contracts
On 9 November 2017, Act 9/2017 of 8 November on Public Sector Contracts, transposing the European Parliament and Council Directives 2014/23/EU and 2014/24/EU of 26 February 2014 ("LCSP") into Spanish law, was published in Official State Gazette No. 272.
The LCSP entered into force on 9 March 2018 and repealed the Consolidated Text of the Public Sector Contracts Act, approved by Royal Legislative Decree 3/2011, of 14 November ("TRLCSP"), as well as any provisions of equal or lower rank that oppose the provisions of the LCSP.
The LCSP shall apply to contracting dossiers that begin after its entry into force, with the publication of the call for tender (or approval of the specifications in procedures without publicity) being considered the beginning thereof. Contracts awarded before the entry into force of the LCSP will be governed, in terms of their effect, compliance and termination, duration and extension scheme, by the previous regulations.

He is also arbitrator at the Civil and Commercial Court of Arbitration (CIMA – initials in Spanish), Visiting Academic for the Royal Academy of Jurisprudence and Legislation, and Fellowship German Marshall Fund, Washington DC, currently collaborating with this institution. He has a Degree in Law from the University of Valencia and a Doctorate from the Rey Juan Carlos University (in collaboration with Georgetown University).

He was previously Real Estate Legal Coordinator at the Housing Institute of Madrid. He has a Degree in Law from the Madrid Complutense University. He passed the University Qualified Technicians Corps public exam for the Community of Madrid. He is currently on voluntary leave.
